If you've played World of Tanks before, you'll find the matchmaking principles aren't entirely dissimilar in that X amount of players will be a higher tier/rank than the rest of the lobby.
In War Thunder, 4 players on each team will be the maximum BR bracket available in most cases with a mix of BRs in between. So for your 10.3 line up, you'll likely encounter at least 4 players that are 11.3, with the rest ranging between 11.0-10.3.
Matchmaking inherently targets getting players into matches as quickly as possible. It does not care how many times you get uptiered, it only cares about whether or not it can create a game as soon as possible.
The only way to not be uptiered reliably is to obtain the maximum BR available so that way you're only either ever downtiered or matched at the same BR.
You can try to game the matchmaking a little bit by playing a nation that has a line up at X BR that can be downtiered into Y BR that's super popular, but that's really it.
Before some recent BR changes, I used to play a lot of Soviet and US 6.3 that would fairly regularly get downtiered to 5.3 because Germany had an S Tier 5.3 line up that had a large population density available so I'd pretty often get thrown into downtiers to get those matches to be created faster. Offhand, I'd say probably 4/10 of those matches would be downtiers.
That's no longer the case, now I'm mostly batted up to 6.7 or 7.0 with those line ups because of the BR changes.
You will not be able to successfully "game" the matchmaker at higher BR ranges because the population density there is very high in both the uptier and downtier spectrum.
