I do believe it used to be that way at first but I can't remember when.
Honestly, this would be a great idea. This lets people who have large amounts of excess SL spend it on convertible RP instead of just waiting for the trash SL boxes to come around each year.
You can even have the conversion rate for SL:RP be pretty bad, like 10:1 bad, and it wouldn't even matter. It's just there if you happen to have extreme excesses of SL.
Since I do not play above a certain BR, (5.7) SL is just as worthless to me as RP is. Only time I'd use it is when spading a vehicle of low tier that I want to try, which typically takes me 1-2 matches with boosters from log in.
Speaking of, that's probably why they don't let you use SL. It isn't researching vehicles they want to avoid players doing, its researching modules. Gotta have that stock grind or pay $ to speed it up...
