they are simply called DLC because that is all steam allows them to be marked as.
they are not really "downloadable" content.
the vehicles you purchased will be in the premium section in game already.
just to be sure because I believe this could be the issue.
have you always played through steam?
if no then it is possible your steam account is not linked to the gaijin account.
you very likely could have bought the starter packs for a new steam account and not linked to your actual account.
I'm going to assume you are not a completely new account since you are already aware of similar issues.
then again gaijin released a statement a few weeks ago during the anniversary sale, talking about getting DDoS'ed and that some purchases may take some time to process.

Tried to go to this address to submit a report. I logged in and it say "page does not exist or has been moved". Any ideas
