Why is the 2S38 at 10.0 when the HSTVL is 11.3?

HSTVL was added years ago with no competition so it used to perform well enough to be at 11.3 and hasn't been lowered since. IMO it should come down to 10.3 and get the HE-VT shells it should have.

The question we been asking for too long and 2S38 hasn't even moved an inch since then. Which raises the question why is HSTV-L at 11.3 then?

I think it should stay at 11.3 or be moved to 11.7 while getting its aircraft targetting abilities for its FCS, its HE-VT, and have its shell changed to a DU longrod with abt 350mms of pen instead of a tungsten short rod with like 244.

Because then the 2s38 wouldn't stomp as hard and that would make russians upset. It's just how it has always been. That and Im sure there's not many people playing the hstvl so im sure the excuse is lack of data.

because 2S38 is premium and HSTVL isn't. they are making money on one of them the other is for schmucks who don't pay.
