For example. My F-8E (10.3) can acquire and hold locks better then my F-14B (12), both in close and long ranges.
Noticed strange behaviors in F-14B radar in general. ACM for one won't lock a F-16 that is stalled, but when it deploys chaff during that stall the ACM locks the chaff. And that makes no sense when it can't even lock the aircraft itself.
Also been able to lock literal air with the radar and the missiles even track it without self-destructing. Which makes me believe the radar locks the laser designator at times.
And with the F-14B have also done head-on with Mig-23 and somehow my PD switched target to it's chaff and while my chaff did nothing against it.
F-4J has PD, so there is possibility that you botched your notch and it was able to converge with you to retain a lock. So may want to turn +90degrees.
Flares are the real meat of countermeasures, since they can make IR missiles miss but less so against missiles that have counters to it. However, the more flares dumped at a time, the more likely more flare resistant missiles misses
