Chaff doesn't work at 11.0+
I dumped 50 chaff on a single missile and notched and nothing happened. MiG-23 is immune to chaff and notching? I was 50 meters off the ground.

You would probably get better help if you defined what you mean when you say notching. Also to answer half of your question. Chaff does next to nothing against pulse doppler radars. If you are up high you will still benifit from chaff as they are probably going to switch to normal radar, if you are low then you will have to notch properly. In order to go further you will have to define your version of notching, especially considering the mig-23 is one of the easier ones to notch

You sure it was a SARH missile? Also, Mig-23's radar is pulse so even more difficult to beat

Think issue is the amount of radars in the game and their adjustments keep getting through the cracks. F-14B for one is broken.

For example. My F-8E (10.3) can acquire and hold locks better then my F-14B (12), both in close and long ranges.

Noticed strange behaviors in F-14B radar in general. ACM for one won't lock a F-16 that is stalled, but when it deploys chaff during that stall the ACM locks the chaff. And that makes no sense when it can't even lock the aircraft itself.

Also been able to lock literal air with the radar and the missiles even track it without self-destructing. Which makes me believe the radar locks the laser designator at times.

And with the F-14B have also done head-on with Mig-23 and somehow my PD switched target to it's chaff and while my chaff did nothing against it.

Notched an F-4J at a 90 degree angle and dumped chaff and nothing happened. Aim-7f.

Where you hugging the ground or did you fly high(er)?

F-4J has PD, so there is possibility that you botched your notch and it was able to converge with you to retain a lock. So may want to turn +90degrees.

What is the actual benefit to run chaff only/flare only/chaff prior./flare prior.?

So chaff is really only useful against weaker radars that are more susceptible. Not so much use against pulse, especially if trying to hug the ground since some aircraft have look-down capability

Flares are the real meat of countermeasures, since they can make IR missiles miss but less so against missiles that have counters to it. However, the more flares dumped at a time, the more likely more flare resistant missiles misses

It's also important to remember the Aim-7 (all models) has a kind of inertial-guidance feature, where they can kinda still track you at close range if you don't maneuver much even though lock is broken from the carrier aircraft.
