That doesn't mean that it will outright reject flares, but you'll have a higher hit probability if the target is defending.
The F-4S is basically the Naval F-4E. It will outrate an F-4J in a two circle, but naturally you don't want to do be in that situation with most of the opponents you will run into.
There are other improvements to the F-4S, but most of them don't have a factor within War Thunder. That may change if Gaijin decides to add ECM systems in the future, but I wouldn't hold my breath as Gaijin is usually pretty bad at retroactively applying systems capabilities to "old" vehicles and only applies them to newer ones.
