No, as someone who own it, it is not fine where it's at, sometime afpsds just pass right trought it, the fuel not detonating and the ammo not explodnig for some reason, they didn't do anything wrong they just got unlucky

and no armor is the best armor round passing through is not exclusive to 2s38

Yes but that make it even more op, and yes it should detenate 2S38 should be killable with 50 cal

how exploding fuel tanks are making anything OP? its exact opposite
that mechanic is exclusive to soviets and chinese for some reason, if it should detonate why other nations doesn't have that luxury?

thats my point too, autocannons barely can do something at high tiers, PUMA is 10.0 and you barely see PUMAs because it can pen that much meanwhile u see 2S38 spam on every match running wild penning frontaly everything or disabling your vehicle + being a extremely well SPAA at the same time

PUMA is 10.0 and yes it has SPAA capabilities but it doenst have the ammo for it, doesnt have proxy, less pen on APFDS , the gameplay you will see with this tank is hiding far away trying to kill light tanks or mbts hitting the side before someone disables your turret.

Maybe they should remove 2S38 HE-VT ammo and move it to 10.7 or 11.0, but right now how it is i think it should be at 11.0 - 11.3

then why are you crying about soviet vehicles, if you can get nuke in any vehicle, britain plays against soviets 95% of the time and has zero problems against soviets
also 2s38 has 50% winrate and 1.1KD (too OP) while 2a4 PzBtl 123 has 56% and 2.1 KD (too weak) and KVT has 53% with 1.88 KD (also too weak)

2S38 is super strong. It is absurd in my opinion. Unfortunately the problem is somewhere else. This BR-matchmaking system is made in a way to provide bad experience for most of the players in the game.

First, BR is assigned to a vehicle. It does not matter what mods are installed, it is always the same BR. In some cases it makes marginal difference. In other it breaks the game. JPz 4-5 without any mod is barely worth BR 5.3. Give it mobility upgrades and top ammo and it will work perfectly up to BR 8.0. It is vehicle at BR 6.3. There is no scenario where it makes any sens. On top of that some vehicles are clearly on wrong BR. Everyone can probably point to at least one, right?

WHY IS IT MADE THIS WAY?

Money.

It does not make the game better. You start the game (at given BR) with the weakest version of the vehicle. You have neither experience nor tech on your side. You are free food, you are the weakest link. You have the least fun. What can you do? Grind your mods, right? Yeah, but you at the disadvantage so this will be real grind, trust me. So, any other option? Sure, you can pay. Speed up or skip the grind - all can be bought. It is bad on purpose so they can sell you an improvement separately.

Secondly, matchmaking will always make sure, that for most of the time you are matched against vehicles from higher BR. Each game has 4 players in each team with lineup of vehicles at top BR of the match. Everyone else has lower Bars, which means most of the players are always at disadvantage. How does it make any sens? Again, money. You are being insentivised to climb up to that BR with better vehicles. You are going to face them anyway, so why not join them? You can also pay for them and skip the grind.

No matter what you do with 2S38 (which is OP) it will still be problematic. Right now it is too strong. Move it up and it will become too weak. It is impossible to balance those vehicles in this system.
