I thought it was going to be like a Mechwarrior game, or something, where it turns IR even in 3rd person.

Yeah it depends on the vehicle. Better vehicles can have it in multiple positions (Gunner, Driver and Commander potentially). Also higher ranked vehicles get better resolution thermals, making identification easier.
Not true I think. The War Thunder wiki talks about thermals in up to three different positions depending on your vehicle: https://wiki.warthunder.com/Night_Vision_Devices
For example, in this video of Type 16 play you can clearly see binocular/commander thermals being used a lot, and briefly you see his own vehicle in thermals in third person: https://www.youtube.com/watch?v=edqKMMc8W_M
