French SPAA, Santal is completely unusable/broken

I don't know how this vehicle was released this broken while going through testing. It's been in the game for almost a year now and still isn't fixed and is barely usable. I'm going to make a bullet list for the things that are broken with this vehicle.

* The lock-on reticle is completely off-centre, making the actual scope of the vehicle useless as you can't use it to lock on to planes or helicopters. So you have to use third-person to aim.

* (This often happens) The missiles don't fire when you have a lock-on, but the game plays the animation for firing them. Which is incredibly frustrating and has led to countless deaths from the aircraft I was trying to shoot down.

* The missiles which are of the type Mistral SATCP, almost always overshoot their target and misses it. Other SPAA at the same BR (9.3) have Stingers which outperforms the Mistrals in pretty much every other way. Even though the stat card clearly lists that the Mistrals should be better with higher speed and higher G overload.

This vehicle needs to be fixed/tweaked. It currently is borderline unusable due to the bugs it is riddled with.
