It depends on the phantom really. Some of them have uh, for a lack of a better term, ♥♥♥♥♥♥♥♥ radar. But general advise is as soon as you get locked (or think you're getting "shadow locked") start notching. Notching is turning your plane until the radar track is basically parallel to you (your 3 or 9 o clock.) It'll force the attacker to have to work harder to keep your lock, or in some cases, lose a lock if they're far enough and not hard hunting you.

There are also some videos on YT about how to dodge each missile consistently, but I find it easier just to notch in most cases, but then again I'm playing the phantom in this case.

A more passive way is also not to get locked, the earlier phantoms (in my experience) struggle to get locks at lower alts. It may be tempting to fly high, but that's what the phantoms want you to do to make their radar work more consistently.

Edit: Dog poopoo.

appreciate it i would usually turn to my 3 o clock but it just slams me in the side and i always am on the ground basically never go above like 400m

There's more you can do as well, but in my honest opinion it depends on your engagement range as well. If you're 8kms away (the range I would personally wait to launch on you), then you have a pretty good chance to evade if you were already aware of me. But if we're within 3-4kms and we're going headon, then I've got you where I want you.

The low strat isn't also always gonna work, sometimes the radar does work, especially in head-ons. But it has its struggle to use on the phantoms side to be honest, a lot of buttons on my mouse and numpad to keep that lock or acquire it in the first place.

If you have the time, notch away from the lock, and if you see the missile launch and lose its white trail, it has ran out of fuel. At that point I would personally start pulling harder (avoid pulling up, it will only help the missile) so the missile loses even more energy.

What Phantoms are you facing specifically? I have all of the American ones and can talk a little bit about how I would play them, I'm not at the point in other trees to talk about how I would directly counter them in experience.

barrel roll and flares. sometimes the lock is just too strong to break without really knowing how to avoid it

Flares won't break radar lock, maybe a barrel roll will if the phantom is bad at maintaining lock?

i set my countermeasures to mixed. flares and chaff. when jousting ive survived headons by firing a aim7f in pdv radar mode in the phantom f4s and doing a barrel roll while popping periodic countermeasures. the barrel roll does most of the work and the countermeasures confuse the missle/lock i think. im not gonna say its 100% guaranteed but its how i survived headons before.

There is no dodging AIM-7F.

Aircrafts with this particular missile typically have PD radar, so using chaff is meaningless. And the specs of the missile will keep up with your maneuvers. so going head-on is last thing you want to do.

However you can still outmaneuver it, by dragging the intercept trajectory in to the ground or using terrain as cover. But ideally you simply defeat the radar lock by flying +90 degrees to the side in relation to the bandit attacking you. It's easier to do then trying to defeat the missile itself.

Either notch and chaff while heavily changing your trajectory or roll and chaff. The MiG-21 is extremely maneuverable and you can evade AIM7Fs a lot more easily than other planes
