I don't think they can. At least in my experience, you cannot touch Steam reviews, you can ask Valve to take a look, but it is on Valve to decide whether or not it breaks their rules.
From what I have seen, mass negative reviews in a situation like this likely won't break any rules.
yeah I think most of what valve did was just add the new graphs and maybe sometimes a label if they think it's an odd volume, but I haven't seen reviews get deleted
even ones that are 90% p.p. jokes lol
Yeah it's in Valves hands. Moderating for a different game forum, moderators (I don't think devs can either) cannot interfere with anything outside of the forum section (cough cough.)
