Unfortunately if you can do maths that means you should only expect to be downtiered 25% of the time (at best, reality is it can be less due to player population not being evenly distributed) but that’s what you get for not allowing too many max BR vehicles in a single match
That said, in WT if playing heavy tanks you usually would like to use them mainly in downtiers or very brawly matches also having a squad of heavy tanks which are covering their flanks can be really strong.
Generally if your spawn cost gets low you either should not use a heavy tank or if you have nothing else you want to play much more passive and long range, light and medium tanks usually don´t need to adjust their play stile as much which makes them overall easier.
But having a downtier brawl in a heavy can be really nice and rewarding (or frustrating for the other side....) also you want some support to keep people from flanking you.
Also generally at very short ranges almost anything can pen almost anything so generally it might be wiser to stay at longer ranges with a heavy (but brawling is just too much fun...)
