Struggling with flares/chaff
Whenever I try to flare IR missiles it works super well, but I've literally never been able to chaff or dodge a radar guided missile at 11.0-12.0. How do you avoid radar guided missiles in a head-on?

Don't head on people unless you're sure you'll kill them before they kill you.

PD radar isn't sensitive to chaff, to break the lock you'll have to notch (fly 90 degrees to the direction you're being locked from) or fly low enough that the radar guides the missile above you

What is the point of chaff? should I just bring only flares for more effect against ir missiles if chaff does nothing either way?

Pretty much. Although I've heard some of the radars get finicky around chaff, it's not a guaranteed counter. The point of chaff is to confuse normal radar modes, which are common around 10.0. However most nations didn't mess with BVR until they got PD radars (MiG-23 is first Russian BVR, and the second model available gets PD).

I'd recommend carry the single chaff releases, because a single flare now works against the strongest IR seeker in the game (R-27T and Aim-9L).

Technically you don't. But if you got the skills, then you can trick the missile by pulling it's intercept trajectory in to the ground.

If you end up above someone and they lock you with non-PD radar (as most aircraft have the ability to do that) then chaff is invaluable, not having it kinda restricts you to lower altitudes.

If you're far enough away, you can also jink (make rapid changes of direction) to get the missile to waste energy course correcting, which was recently made more effective, so that it just can't reach you

countermeasures arent easy mode buttons, even in irl, it requires maneuvering.
the idea is to break the lock or line of sight, so pull a 4 g bank turn into its turn, pop your CM's, profit
