If you're struggling to score kills with the F-4S's reliable weapon systems, you're doing something wrong. The linked thread goes over how to best take advantage of its radar system.
As far as "flares not working," that's super subjective. It's possible to flare incorrectly depending on what's being shot at you and how your flares are dispensed from your aircraft, and how soon you react to a missile shot against you.
MiG-23s primarily use IRST for their weapon guidance so you will not get an RWR warning if they're locked and firing on you. You need to be constantly checking your blind spots to see if you're being engaged to flare off R-23/24s successfully.

Actually I tried a few radar modes now. Havent figured out which is the best though..
All I know is, ACM sucks. It keeps getting confused by their flares/staffs.
I used some other radar modes, which's name i cant remember, and I already got a kill. lol.
Any advise which is the safest to get a kill and lock ?
"Best" is subjective.
As noted in the thread I linked, there's going to be ideal condition on which radar mode you should be using.
PD Mode: Use when engaging targets coming towards you and are not perpendicular to your nose. This mode also mitigates the effectiveness of Chaff
SRC Mode: This mode enables you to better lock on targets that are perpendicular to your nose/moving away from you. Vulnerable to chaff.
ACM will be based on which ever Radar mode you're currently using. You'll have PD ACM and ACM. ACM can be distracted by Chaff, PD ACM will lock targets coming towards you.
When you're operating aircraft at this level of play, you need to be a RIO/WSO first and a pilot second and understand what the best conditions you need to be looking for/operate under in order to achieve a weapon lock, and subsequently get kills reliably.

You should make a binding for all the radar control functions on this list. I use my Numpad for radar bindings and that works pretty well for me.

yeah I actually got a lot more kills by now.
Simply use multi-function menu to turn on the PD radar mode and narrow down the radar sweep arc. Targeting works fine with automatic target cycling. However ought to bind close range radar mode key. This helps acquiring the target you actually want lock on to in short ranges <15km quickly in heat of battle.
You can also exchange sidewinders for a full 6x AIM-7F loadout if you wish to boom and zoom enemies, rather then committing to dogfighting and chases.
