Compared to the F-14A the F-16 is definitely the superior aircrafts. Your issue with limiter is probably cause turn fighting isn't really built for mouse control so you endup pulling hard on stick non-stop when keeping bandit in view. However there is camera lock key to track "gaijin lock" target, so you can try to turn with less pull but it not good nor intuitive.
I think there should be a key / volume control to reduce your stick pull even if you look behind you without freelook.
F-14B on the other hand might be better cause it's probably going to put it on par with the F-16 and MIG-29.
