Today? no, as a matter of fact I even asked a member of the support staff because I was curious (I was in communication with them over an item duplication bug I found on the market so it was entirely off topic) and they said they were not allowed to assist in any way when it came to steam to main launcher transfers after the original account was deleted/locked, so if your steam got hacked and someone started doing bad stuff with your account (for example dupping items as was discussed) then once that activity is found the account is done for and the support staff was not allowed to help you migrate to a new account, you have to let them start off fresh as though they are a new player. Though two be fair, the duplication bug was from ~2 years ago so the policy may have changed since then, but I highly doubt it, at this point unless you are a major content creator or someone on the moderation team your chances of getting even the help you claim existed in 2014 is basically zero and even for the CC's and Mod's, they would likely get laughed at for quite a while before any help was provided.
