Why does Russia get HSTVL at 10.0?

There is obviously no pay2win in this game as we all know and a Russian based company would never ever boost their russian vehicles so much that balancing is not in a word anymore.
I am talking about the 2S38.
Better Gun, ammo, armor, firerate a whole 1.3 BRs lower than the HSTVL. We know that Russians hate the West thats why this company trashes on western arms and armor, but glorifies their soviet, stronk motherland weapons smithed by Stalin himself. But what is the point? Why not balance the game out so your fanboys buy premium vehicles from every tech tree, not just Russia?

If HSTV-L is at 11.3, then there is a reason why. Also, there's no HSTV-L in the USSR tree.

Its at a lower br because its Russian. Standard policy with Cold war and beyond Russian premiums is that they get to sit at a lower br.

The 2s38 is pretty easy to kill, easier than the HSTVL. That's probably what's holding it back, along with Russian mains at top tier. They aren't the best players you'll find.

HSTVL is an experimental anti tank vehicle, while the Derivatsiya is a dedicated SPAAG, im still waiting for the 2S9.

The Puma is way inferior to the 2S38. The 2S has proximity rounds with radar tracking, double the penetration on their APFSDS, is faster and can survive shots much better.

The Kettenboxer looks a bit like the Puma but is larger and got better protection and more weapon systems.

Puma doesnt have Proxy shells its an IFV, where do you even see its using any sort of Proxy shell ? Also it doesnt have a 400mm sabot
