The 2s38 is pretty easy to kill, easier than the HSTVL. That's probably what's holding it back, along with Russian mains at top tier. They aren't the best players you'll find.

Again, thats not a comparison SPAAG & IFV 2 different vehicles with 2 different purposes you better compare it with a BMP-3, cuz we dont have a Puma counterpart for russia yet, they are quite modern and might not be added until they atleast add the BMP3M, the Puma is quite unique you could compare it with a CV-90 or when russia gets the Kurganez-25, but even then its hardly comparable, the better comparison would be Kettenboxer and Kurganez-25. The Kettenboxer looks a bit like the Puma but is larger and got better protection and more weapon systems.
Except the Puma has a several rounds that Gaijin won't add or program correctly (its Proxy round doesn't work the way it should), ATGMs they won't attach to it Yet the 2s38 gets to use paper ammo it doesn't have and will never have IRL.
And yet it had proxy rounds that gaijin won't add, or its 400mm+ pen dart. or its correct rate of fire,
the Puma is only a threat to the 99% of soviet mains who don't understand how overpressure works.
Puma doesnt have Proxy shells its an IFV, where do you even see its using any sort of Proxy shell ? Also it doesnt have a 400mm sabot
