Balancing by year of introduction would make certain vehicles completely OP at certain eras.
44-65 would be dominated by USSR with the IS series, 279, T-64 series. Germany wouldn't even have tanks until 1965. 80s would be M1s stomping on everyone else.
Most people would play the strong vehicles, leading to a lot of mirror matches and overall dull game experience.
Minor nations would suffer even more with lack of decent lineups, and perhaps an even worst offender to balance would be CAS. Have you taken a look at the year of introduction for planes and ground units? We have planes 40+ years older than the ground units they play with. Can you imagine how much worse the CAS issue would be if Harriers were playing with 60s tanks? F14s playing with units from the 70s.
Check what SPAAs you would have available at those years. Yeah, not good at all.
Now, there are certainly problems with balance right now, but the way I see it they come from coding issues: volumetric armor/shells worsened situations in which shots that hit 'edges' behave weirdly, imo that seems like the number one problem with russian super survivability, the many ERA blocks means lots of edges, which means lots of weird interactions.
I agree though that Gaijin has overbuffed ERA in non-buggy situations as well, and the ruskie spall liners are overperforming. Gaijin seems to have increased fuel explosion in russian tanks, I suppose to compensate for buggy ERA. I don't think this is a good way to balance the game, but neither would be being laser bombed while playing leopards, pattons & T-series.
Are they supposed to add tanks that don't exist?

1. Not sure if those are in service, they're a planned upgrade package for the Leapard 2 A6 featuring things like improved air conditioning etc
2. Expected delivery is 2028
I guess we should get those when we get the T-14 Armata
I mean let's face it, an upgraded Leopard 2 isn't going to change much in game since they're so similar to the current A6 variant, I tried looking up the A7 variant and it doesn't look like it's a completed upgrade yet. "In development" is usually a decade away with these things btw..
