The F-4S is the best Phantom available to the US. It's basically an F-4J with better Sidewinders, maneuverability performance similar to the F-4E, and a digital HUD (for the Sim enjoyers).

Whether or not that's worth it for you, that's up to you. It will likely be on sale for the November War Thunder anniversary.

It's a good plane, the problem is that anything with a br of 11+ gets consistently uptiered against br 12 and F16 or Mig29 will demolish you. I would say the premium F5 or Intruder are more pleasant for grinding.

It would be far more economical to just buy GE and talisman the planes you excel in, that way you can use the extra GE to talisman more planes, thus extending your ease of grind greatly.

$70 for a premium plane/tank in WT is extremely hard to justify. For context, in DCS you can buy the newest high end module, the F-15E for only $65. To spend $70 for that plane, just to get curb stomped by F-14B's, F-16's and Mig23/29's is just not wise, as Baron pointed out.

The RP rework is coming soon enough and I think it will make it tolerable to grind without a premium in general, but if you still want the boost, then definitely just talisman several planes and skyrocket up the tree.

Talisman the AV-8C,you will stil get uptiered but at least you wont have to worry about F-5s often.
