Its not about the 2K22 Tunguska, im pretty sure you mean the 2 seconds after firing when the missile is not controllable thats with all SPAA now and does not only apply to the Tunguska.

the tunguska has been bad for a long time now. its missiles arent unresponsive they just cant keep up with the high speed maneuvering of new jets. hence why they added the new one.

Well, there is a silver lining to everything... you can just bring T-90A plus Mi-28N and call it a full lineup, just pretend 2S6 doesn't exist.

Much better chance to go clubbing in downtier at the overpopulated premium BRs.
