If you are playing air arcade battle then you can go as high as 4.7 in BR, ultimately what matches you get comes down to what people are playing. If almost no one is running 2.3 as top BR and a bunch of people are running 4.3 then you are just going to get those 4.3.

u get finally a new tank after hard grinding.
then u get into a match, and see that ur NEW tank is the lowest rated one.

well yeah, why would the system suddenly change when you personally unlock a random new tank?
there's plenty of tanks that are "better" than their BR though which are good ones to shoot for. like various Panthers, T-34-85 (the 5.0 one) etc, where you will feel like you're suddenly stronger.
Before you can play the game you will create a lineup (or group) of vehicles. It's the bit where you drop each vehicle into a crew slow to make them 'ready to use'.
The crucial thing to know is that the vehicle(s) with the highest battle rating in the group you made determine what strength of enemies you face.
For example, if you have three 3.7 vehicles and a 2.0 vehicle in your lineup, your 2.0 won't affect who you face. You'll be considered a 3.7 lineup.
So the best advice is to try to run lineup where as many vehicles as possible are the same battle rating. You can organise and rename them into the hanger area, giving them named like '3.7 ground' or whatever.
Then the game simply puts you into a battle with a mix of allies and opponents whose lineups will all be within 1 battle rating of yours.
If you are lucky you will be in a 'full downtier' which means you'll look across all your allies tanks and see that every is starting in tanks that are no better than yours and often worse. It will mean the same is true of your opponents. Basically it means
If you are unlucky, you will looks across and notice some people might be driving vehicles a full one battle rating better than your lineup. The same will be true of your opponents, who will then be a mix of vehicles as good as yours or a bit better. It's called a 'full uptier.
You will also often be somewhere between the above, in a slight uptier or slight downtier.
The game adds a bit of fairness and balance by reducing the spawning cost of your vehicles in a battle depending on if you started at an advantage or disadvantage. You earn spawn points by driving around and making yourself useful, so you can generally bring more vehicles in a battle if you started on an uptier. So, if I'm in a full downtier I know my heavy tanks will cost 160 spawn points to start with. Learning these is the easiest way to know for certain if you're facing tough opponents or not. For example, if I see that my very armour-reliant T95 tank has a cheap spawn cost at the start of a battle, I'll probably avoid using the T95 as its armour doesn't like facing the powerful enemy guns of an uptier .. but if it's at a higher spawn cost, I'll use the T95 as I know opponents could struggle vs my armour.
It's also worth noting that you might see vehicles of a much lower battle rating than yours in the midst of battle. That's just because people sometimes have wonky lineups. Some players even like to challenge themselves by including, say, a 2.0 world war two vehicle in their powerful modern 10.0 lineup and bringing it into battle to see how it does! Some vehicles, like the tiny R3 T20, can do uncannily well vs much higher battle rating vehicles thanks to their small size and ability to to fast damage to a vehicle's side.
