Report a translation problem
I never solved it via settings in War Thunder. (Which still says Vsync is on but waned to run at similar FPS to yours).
But what I did do was go into my PC and find the 'NVIDIA Settings' sofrware, also called 'Nvidia Control Panel'. In that, it has a section called 'Manage 3D settings' where you can choose maximum fps for games using your 3D card. Handily, it lets you either do it individually for games or just with 'Global Settings' which apparently means it applies it to all games.
I just set it to 60fps in Global Settings at it worked fine.
So hopefully you have that software too.
I should say I'm no expert. But the above worked, and it followed advice I got from one or two gamers online.
