so in the devblog post it can be seen using the Chinese "green yellow black" tri color camo. why? its a Chinese camo not a german camo?

The video shows the Chinese 222. Germany will also get one but it will be a different variant.

In War Thunder, the Sd.Kfz.222 will become one of the initial vehicles in the German and Chinese tech trees.

Because back in 1934 (or 36?), China has bought several of Sd.kfz. 222 from Germany for military reasons. China also planned to get more of it until Japan invaded which then Germany stopped to supply China out of respect for Japan as a ally (or Axis).

So, I believe Germany will get their own camo as well.

Germany and China will receive the vehicle. As the the camo shown in the pictures, well, it looks cooler probably.
