And you do both because radar is used to slew IR missiles seeker head faster than by pointing the nose of the aircraft. AND you have no choice because Gaijin did provide only one key/command for countermeasures. So always use chaff and Flares.
It doesn't work if the F-14 Tomcat pilot switches from PD to CW radar mode. A competent Tomcat pilot will wait until you start going into a Notch then will switch their radar mode.
This is when you need to deploy Countermeasures once you enter the Notch in order to also defeat the CW radar mode.
Chaff is literally meant to distract radar missiles.
