depends more on your tank than their tank
for germans: PzGr.39 for anything past the PzIVF2.
for the others, it varies a lot more

Forr 99% of engagements and tanks for that matter, you'll want an AP shell with HE filler. Standard AP and APCR rounds bounce too often to be reliable and even if you do pen, you won't do much damage unless you hit something important. (Even then you need to have the RNG gods on your side). I've found that APHEBC works the best is most cases. APCBC might let you pen at a steeper angle sometimes but the post pen affects can be hit or miss due to having less HE filler (from what I've experienced).

Again, depends on both tanks involved, not just yours or the enemy's.

with any tier 3+ german use PzGr.39 or equivalent
i wouldnt bother with HE, you have an MG
dont touch HEAT. just dont
when you get tanks with APCR, its not worth it. you might as well use PzGr.39 even on well armoured tanks

Almost all German HEAT is worse, the standard APHEBC they use is superior in all but one or two early Panzer IVs, I believe. Most German HEAT has lower pen and much lower damage compared to the standard shell.

Your stock PzGr.39 rounds. It will usually penetrate whatever you face asside from a few odd tanks, and the explosive charge inside is quite good. By now, most tanks have/are getting sloped armor, making APCR useless as it has high chances of bouncing off sloped surfaces. I would take 10 max (optimal 5 in my view) in case of something like a Black Prince or Churchill Mk. VII (us it do dissable the driver though go for the gunner first if it is a Black Prince, then switch back, track it, and flank or use 2-3 more APCR to get 1 or 2 more crew).

HEAT at this point is not much use either. HEAT was most useful on the Panzer IV's/Stug with short 75mm barrels (when using Hl.Gr.38C) but past that, it is not a whole lot of use (only decent pen and very low velocities). Same for HE. You could argue that it could be useful against SPAA, but most are into semi-closed turrets that it will do nothing to. Stock rounds will kill at least 2-3 and you can fire the MG-34 while reloading to pick 1 or 2 more off if you can.

This goes for most German late Tier III-IV and a few in Tier V (10.5cm Tiger II and Jagdtiger) as you essentially have good stock rounds, HE that is just about useless, HEAT that won't pen much, and APCR that loves to bounce. Plus, you don't want much ammo as ammoracking gets more frequent as players know where it is and you want to have a decent amount of stock rounds to last the whole match (and not useless rounds taking up prescious space).

yeah, which is why i said tier 3+, or anything after the PzIVF2 you want PzGr.39
for the Tiger you certainly just want PzGr.39

for germans however it pretty much is one size fits all
and that size is 39 :P

I don't think it's 99% of engagements, I think it's 99% of engagements until you get HEATFS or APDS and the like
