for germans: PzGr.39 for anything past the PzIVF2.
for the others, it varies a lot more

with any tier 3+ german use PzGr.39 or equivalent
i wouldnt bother with HE, you have an MG
dont touch HEAT. just dont
when you get tanks with APCR, its not worth it. you might as well use PzGr.39 even on well armoured tanks
Almost all German HEAT is worse, the standard APHEBC they use is superior in all but one or two early Panzer IVs, I believe. Most German HEAT has lower pen and much lower damage compared to the standard shell.
HEAT at this point is not much use either. HEAT was most useful on the Panzer IV's/Stug with short 75mm barrels (when using Hl.Gr.38C) but past that, it is not a whole lot of use (only decent pen and very low velocities). Same for HE. You could argue that it could be useful against SPAA, but most are into semi-closed turrets that it will do nothing to. Stock rounds will kill at least 2-3 and you can fire the MG-34 while reloading to pick 1 or 2 more off if you can.
This goes for most German late Tier III-IV and a few in Tier V (10.5cm Tiger II and Jagdtiger) as you essentially have good stock rounds, HE that is just about useless, HEAT that won't pen much, and APCR that loves to bounce. Plus, you don't want much ammo as ammoracking gets more frequent as players know where it is and you want to have a decent amount of stock rounds to last the whole match (and not useless rounds taking up prescious space).
for the Tiger you certainly just want PzGr.39

This game isn't World of Tanks where you select one shell type and call it a day. Different shells for different purposes.
Ideally you want to use a shell with explosive filler that can barely penetrate one side of the enemy tank. This is to ensure the shell will go off inside the tank you are shooting at for maximum damage.
If you cannot penetrate with a shell that has an explosive filler, then you will need to use composite shells and properly aim (know where to aim) at the enemy tank.
There is no one size fits all answer. The Might Jingles has a video on his youtube channel explaining what the different Shells do, i can recommend that video.
