Like ScreamingBeaver said, "Best" is subjective, but here's my pick :

I F2A-3
II A-20G-25
III P-47 D-28
IV F8F1-B
V B-57A

The planes for tier 1-3 can actually be used in a good lineup (though I'd prefer another tier 2 instead of the F2, or even better the P-47D-25) and are a base for doing wagers, even golden wagers.

For income, both SL/RP the B-57A beats the B version hands down because it's actually rather hard to bomb anything besides bases with the B, due to it's revolving bomb bay and the delay that causes.
