You dont actually fire in bino mode. You aim in bino and hold the fire button. Then switch back to normal aim and it should fire immediately.
Fireing while in Bonoculars is not possible, but higher Rank Tanks have a Commander View where you are able to aim and shoot while looking through the Commanders Optic.
TLDR: Search in the Controls for Rangefinder (+Sight distance control) and Commander Sight + Commander fire control.

Firing Gun from "Binoc"
- You can't, but certain tanks have the ability to use Commander sights to operate the gun, primarily post war vehicles.
- Set binding for "Commander sight" and "Commander fire control"
Important to note that the Commander Sight is not 100% accurate to Gunner's sight so there may be deviation in shot placement

there are custom sights u can get that have scales in them. i used those till my skills were calibrated where now i just wing it based on experience.
