When the dev server runs, do you get to keep all XP and SL earned?

Nope. In the dev server, it is all on a 5x booster to help people get and try the new stuff within the limited time the dev server is up without having to buy GE.

To answer this:
Normal server you have your account and the further you progress your accounts gets overwrote (as saved games)
In Dev. Servers, your account is duplicated by Gaijin so you don't save all the earnings.
