It should be tested on the BR 8.0, instead of throwing it on the BR 9.0 .
Most of BR 9.0 light tank has Thermal, or add the thermal and test the vehicle on BR 8.3.
PUMA should at least BR 9.3, just like the swedes 9040, PUMA has much better armor and engine than 9040. If Gaijin put it on BR 9.7, I won't surprise.
This^
Secondly it didn't get as much wide spread hate as the puma and the few vocal members of the community who have been making complaints have died down since week 1 of the PT-76-57, either because they gave up or because they realized it was fairly easy to kill by shooting, bombing and strafing it.
Lastly I use my PT-76 57 at 10.7 and there is zero difference in play style for it from 7.7 to 10.7 (having tested it out at every BR the PT could play), if you are seen then you are going to die, if you are not seen then you will decimate the enemy. The only time the PT-76 57 was hard to use was at 6.0-7.3 where the other nations have a lot of their strongest armor and side shots could and often would fail to pen but from 7.7 onward the only real danger is fighting a maus or a russian super heavy (so basically a rare to non-existent danger) so it will not matter where gaijin puts it, it will always preform the same from 7.7 onward. (though I am hoping for BR 8.0-8.7 as at that BR range the PT-76 57 can kill everything it sees with ease)
