I as an outsider think it's because they are gathering energy to make another big change or completely new tanks

I'll bet you that its because the metrics of the low tier premium battlepass vehicles were poor.
IE it doesnt make sense to make, render and balance a tank if no one plays it. Most of those that can unlock a battlepass vehicle have already completed T1 and T2 on most if not all trees.
