It's a ying and yang kind of thing, but yes, in the majority of situations the bluewater can come out on top as long as it dodges torps
And even if they do? unless your tunnel visioned you will see the shells for 20 secs before they hit, i call that your problem.
Personally i love hiding in the coastal shallows with my italian missile boat :D
Torpedo boats can mostly avoid the fire. LCS(L) has more trouble. OTOH LCS(L) is pretty great and can sometime beat a destroyer in a gunfight.
When the blue water ships go near the coastal boats' territory, well, that's when you have really good torpedo attack opportunities.
