Can I shoot as commander using binoculars in tank?

While using binoculars in tank, can I issue order to shoot? I binded key for commander fire order, but it does not work..

You can use that keybind to shoot using Commander view (which is different than binocs) on tanks that support it. On tanks that don't use the binocs to set your sight where you want and hold fire and switch to gunner view. It will shoot as soon as you switch views.
