Harrier - Hover mode

Recently havent been able to put my harrier into hover mode is there any specification like speed or altiude that determains whether i can go into hover mode

If stationary, set thrust vectoring to 75-100%, engage hover, give throttle and rise.

If flying, you have to be going quite slow, like below 200km/h, set thrust vector to 75-100%, engage hover.
