Just need to also add effective evasive maneuvers against it too though.
Not true? My radar locks get broken all the time thanks to chaff and I break radar locks all the time with my chaff.
Whether you're referring to a plane-to-plane radar lock (the point of chaff so they can't launch a missile at you) or a missile-to-plane lock, that's an entirely different matter.
You cannot defeat a missile-to-plane lock with chaff alone, you need to notch it or bleed it of energy so it can't maneuver with you after it's gone through its burn time.
