Prices (apart from keys) are controlled by player supply and demand so they can vary wildly. The only things that get restocked by Gaijin (to my knowledge) are the skin boxes and the keys.
It's worth noting that not every vehicle on the marketplace is a premium so make sure you preview it in-game first, as some come 100% stock like any other vehicle and have no premium benefits.
Gaijin is a long running company.
No need to fear that your credit card infos may be abused.
Actually since there are many Russian based hacker groups, that (usually) don't attack their fellow citizens, your data could actually be safer than with any western company,
Steam aka. Valve is taking the cut, not Gaijin.
