Can other people see custom skins...
...that both you and the other person have downloaded and installed?

Wrong. I've seen alot of custom skins, but I dont know why.
I've seen someone have a custom skin for the He 219. And some custom F8Fs, but again. I don't know why.

No you are wrong people can't see the custom skins where you download them. You are either seeing people using decals to make their plane look different or those people have special skins that others can see.
