TWO Ways of Bypassing Steam to launch Warthunder:
1. Launch Steam
2. Right Click Warthunder in your library.
3. Click Properties
4. Click Local Files
5. Click the win64 folder.
6. Run aces.exe
7. An error asking if you want to run the launcher will come up, choose Yes.
8. Play War Thunder.

5. Click Launcher.exe
6. Wait a few minutes for it to patch
7. Play War Thunder
I had to do method 1 before method 2 worked for me, but I do not have high speed internet so things are different for me.

It's been a while since WT's launcher tried to connect to flagged IP addresses.
I've noticed this in several games that implement peer to peer update downloading.
The launcher tries to connect to an IP that is on the global list of flagged list of IP addresses and triggers the alert pops up. Conquerors blade had the same issue as well as some other games. The one thing in common for all the times this happens, the IP address in question is on the global list of malicious IP addresses.
My theory is that these are shared ISP address that rotate, and sometimes bad people get the specific IP address flagged because of malicious activity they are knowingly (or unknowingly) engaged in.
Because of this I've turned off peer to peer in WT. ( no seed, no peer exchange) which reduced the alerts but is it STILL happening from time to time. When it happens, it is right after an update.
It is like the launcher forgets the user's "no seed/peer" setting for a moment.
here is the alert that happened just now at the end of the launcher's "analyizing files" phase:
