Premiums do count but you're right about needing to be able to research rank 5.
You just have to invest a single RP point to have it stay "unlocked" (to research) for you.
If you have 5 of the 6 rank 4 vehicles researched and then buy a premium vehicle at rank 4, you can then start to research rank 5.
I know this because I have two Rank 6 Chinese premiums and I'm only rank 4 in China but it says I have 2/5 for rank 6.

If you mouse over the maus it will tell you what you need to do.
If it says you need to get 4 tanks from rank 4 then that is what you need..
Premium in that rank counts in.
sticking to 4.0 is the fastest way to get all of rank 4 (stick with rank 3 4.0 tanks of course) and your premium account will be very useful here
The answer is yes if you already have 5 of the 6 vehicles researched and purchased in Rank 4.
In other words, you need to have 6 vehicles in rank 4 that are researched and purchased before you can move on to research rank 5.
If this doesn't answer your question, take a screenshot of your German tech tree and then I can definitively say yes or no.
