In 95% of cases being uptiered doesn't really matter. It just means you have to use your brain rather than just shooting at stuff and expecting it to die.
If you run into a Tiger II frontally, use the HVAP ammo to pen the right cheek, you'll knock out the gunner and commander. You can also send an M61 round through the MG port to kill it after knocking out the gunner. Tiger II turrets can be a bit trolly as even the 76mm American and 90mm can have issues with penning them if the turret is angled at all. If you have a straight 90 degree shot on the side turret though, should go through no problem.
IS-2 has a glaring weakspot: The commander's copula. It's bloody huge and hard to miss. Send an M61 round there and you'll either kill the commander & gunner while disabling the gun breach or kill the the gunner, loader, and commander which will knock out the IS-2 as it only has 4 crew members.
There was very little cheating prior to them adding anti-exploit software simply due to the mechanics of the game. Now days your odds of seeing a cheater in WT are effectively 0.
Good chance it's driven by a player who's been around for years. If you're looking for level 100 vets, play low tier. If you want to square off against new players try mid or top tier. For ground rb anyway.
It's ammo designed to pen an armored vehicle. If gypsum could bounce it they'd make tanks out of drywall.

If you're still learning weak spots and you come across a target that you're uncertain about then you might consider shooting the barrel as your default opening tactic.
This may lose you the occasional one-shot kill and often leads to getting mg'd and map pinged into oblivion (which can get you CAS'd or sniped by players watching the minimap) but it gives you more time to experiment and learn.
