How do I ping the enemy

I can only ping them with active scouting, but it is not glowing red. What do i have to do for it to glow red and scout the enemy.

I think he means the red arrows that pop up near the enemy tanks.

Light tank/some small TD have spot ability.

You mean in tank RB? Only light tank with scout ability can do that. You can alert your team by bring up the map and click on it as well.

when you scout an enemy you get some points and some bonus points if said scouted target is killed within a time frame, the target it also marked on the minimap for a small amount of time.

Scouting a target does not make it glow red. A scouted target will be marked in the mini map for your team to see, and there will also be a chevron marking the enemy's approximate position for you and your team in game. Both of these will only last for 30 seconds before you have to scout the target again.

There is no "ping" that will make a target glow red, as far as I know.
