Even the F-104 or F4C would be better than the F5E at its BR
1: Do you have the 20mm belts researched and if so, are you using armored targets? The HE rounds in the M39A1s are useless since they tend to spark, and the stock belts are 60% practice shells and HE, you need Armored Target belts because the whole thing is API.
2: When you flare a missile, are you turning hard into its flight path and going off of afterburner? I find that, while flares are very effective against R60s, keeping on the afterburner in basically any plane is kind of asking to die.
3: Are you always going for full commit dogfights or are you darting in and out of the furball going for slow MiGs? As with any plane, when you aren't upgraded you effectively need to play as a support fighter.
Edit: Also, when using flares you are spacing them apart by about 1 second each right? If you machinegun them out in a single stream it will just make a heat signature trail that will lead the missile to you.
2. Yes. Afterburner is always off when evading and i always turn hard. But most missiles keep tracking still.
3. I try all gamplay styles but nothing really works. Dogfights seem to be whacky as the mig21 still turns way better somehow and once you are in a good dogfight some douche enemy comes and missiles you awyay. Boom an Zoom is also meh as you simply dont have the speed to get out of a battlefield and next thing you know you have 3 missiles following you

Second, I would suggest going back to get the gun belts then focusing on performance mods while trying your best to learn the guns. You aren't in a Mach 2 plane with stupidly good high end acceleration and top speed, so you REALLY need your thrust and aerodynamics boosts from airframe and engine upgrades.
Third of all, while the F-5s are generally "slow" compared to everything else they face, they do have very good energy retention above 950 KMH, so I would suggest using that to your advantage over Phantoms, MiG 21s, and Mirages as you will be able to out-last them very easily.
Fourth of all, I recommend sticking to the rate fight in the horizontal as opposed to one circle fights based off of AoA and nose pointing. While you can most definitely compete with and even outperform nearly every other aircraft in a one circle, you evidently are far from your comfort zone with this plane and its armament.
Make sure to get the G-suit modification as fast as possible as well, it definitely improved your dogfight endurance. Also, make sure your pilot has good stamina and g-tolerance.
This is the best i can do in-terms of advice, hopefully it helps.
They seem quite beastly fully upgraded though from what I have seen online.
This is pretty much always going to be the case with top tier vehicles, especially when you're up against other players that already have maxed out crews/spaded planes of their own.
