The problem with those bomber-style interceptors, IMO, is that they are only marginally faster/more agile than the bombers they are supposed to hunt, so they have a heck of a time catching them.
Yes, that's the one I was thinking of.
Honorable mentions include the He 112 B-0 with 2.56kg/s and a few French fighters with fairly respectable bursts, the best of which is the M.S. 410 with 2.39 kg/s. The 112 has a ~30% better listed climb rate spaded, compared to the Hurricane, with a similar top speed, though I think it overall gets around the battlefield a bit better. Not sure about the French plane, (I haven't touched France yet) though it looks a bit slower than the 112.
Interesting aside: the SBD-3 Dauntless can get an impressive 3.32 kg/s burst thanks to the ability to equip gunpods, for a total of 6 .50 cal MGs. IMO that might be the most reliably lethal loadout for a single-engine plane in the specified BR range, though it's primarily a dive bomber, so it will still struggle to catch opponents and itself be somewhat vulnerable to fighter attacks. On the other hand, you should get an air start, whereas the fighters we mentioned won't (in RB, at least).
