Every time you spot a vehicle with your binoculars (typically through the Light Tank feature) and your teammates kill that vehicle, you get an "Intelligence" badge. The best way I've found to do it is just follow a group of friendlies around and every time you encounter hostile vehicles, spot them before your teammates can kill them and you get an Intelligence Badge.
A small benefit for you is you also rack up Assists for your teammates killing a spotted target as well so if you have another task that revolves around Assists, you can use the spotting system as well to rack those up.
Ye, According to Intelligence is you hunting down and killing spotted units from your teammates.
Your teammates have to kill it. If you kill it, no badge.
I LOVE my lights cause of how easy it is to score points even without kills, I nail first place for quite a while with all the assist I get via scouting and if I get knocked out I can easily spawn in a bomber/fighter/attacker to add some air support.
One thing to remember though, the range an enemy is at can and will affect weather or not your scout ability will work, sometimes they are too far away ( your view skill is too low) and you'll just burn a scout use and have to wait a while for it to recharge. Be sure you have your B's pointed right at them like you were point and click firing at them at point blank range, this often helps to scout targets that are far enough away that your scout might not work if your not aiming Right at them, even a slight point off can result in the scouting not working and having a long cool down.
"Intelligence" is your teammates kill enemy vehicles that have been scouted by YOU.
Are still under your "scouting influence".
And YOU saw them FIRST (and actively scouted them).
So if you want "Intelligence" you scout everything red.
If you saw them first, they are still "scouted" by you, and somebody of your team kills them, you get an "Intelligence" award.
A lot that is not under your influence, but if you're scouting a lot, it can happen multipe times in one match (if you're lucky).
