If you're getting a Premium for the sake of a Premium, debatable. The R-60s it sports are fantastic for its BR range, but the plane itself leaves much to be desired. Your only defense against an opponent is running away or baiting them into a head on that you'll probably trade at best.
Some say its the worst plane in the game due to like you said it cant dogfight and some say its worth it.
Keep in mind, being able to outrun someone in 9.3 is a big advantage. The missiles you're likely to run into can be rolled off very easily (Unless they're SRAAMs, just keep flying straight if you're already outside 1km), and the only planes fast enough to catch you are going to be on your team with the exception of the Lightning or getting uptiered with 10.0 teams.
A lot of folks just simply don't play the Yak-38 to its strengths and pretend it's absolute and utter garbage because they die due to playing to its shortcomings. It's not an aircraft to jump into and go "gg ez" as it does require a competent pilot to use effectively, but it will treat you well if you treat it well.
