I find the IS3s armor to be highly effective. HEATFS and ATGMs will pen through anything so you have to only consider conventional armor, against which both tanks are exceptionally well protected, except against APDS. The IS3 could stay at 7.3 and not receive an improved round and id think its fine.
The IS4 on the other hand the IS4 on the other hand is a much bigger issue. The problems with the tank are either external (such as what tanks it sees) or inherent to the tank itself with things like armor and mobility. Unless gaijin froms some documents to amend the Is4s current stats, the only thing that can be changed is what ammo it fires.
You could decompress, but i dont think that will help the IS4 at all. Itll only limit what tanks beat its head in with HEATFS and ATGM it cant protect itself against
The entire russian tree apart from the BMP past 6.3 is worthless.
