If you are looking through binoculars, any time you are also holding the gun 'fire,' button the gun will move to where your binoculars are pointing.
If you are holding the 'fire' button when you come out of binoculars, the gun will instantly shoot.
So one method is simply to do that while looking slightly above the target (with binoculars), to compensate for shell drop.
A more advanced method is the same as above, except instead of looking above the target you instead use vertical gun adjustment (which I have set to my mouse wheel). You can adjust your gun vertically like that before using binoculars and even during using binoculars (you will see the small gun circle rising to where the gun will shoot).
Once you get used to it, it is an easy and effective way to shoot at long range. Though still not something you will use that often, probably.
The amount of zoom you get will depend on the tank you are using however. Some tanks have better optics with better zoom than others, and certain tanks have very little zoom.
If you can't get a decent view using sniper mode, you can actually fire using binoculars. While in binocular view, hold down your fire key (usually left mouse button), and the gun will swing to where you are looking. Then while still holding your mouse button down, press "b" to exit binocular view (or whatever key you have set), and your tank will fire where you were aiming. You will need to judge the range however, or set a range in your gunner view before going into binocular view.
