If I buy premium, use 4 decals on a vehicle, then lose premium, do the decals stay?

If you placed them, yes they will stay.

but if you want to edit them you'll have to remove them and they'll go away

The mark of distinction(Abb. MoD personally) is limited to only premium vehicles.

Yes. If you want some visual decorations on your tank, you have to pay for it. How do you think Gaijin pays their employees?

Added incentive? I mean, you get the bonus multipliers for SL and RP, why not throw in the ability to add more decals? From a business standpoint it makes sense.
