This system does not take into account of you getting ready to pounce so if you have some task that requires certain battle activity % then better just rethink your approach and be more aggressive.
Actions matter - killing, shooting at targets and hitting, getting shot, capping points, scouting targets, bombing etc.
Time spent in match just doing nothing, including taking half the match to climb into altitude or to get into proper location on the map and just playing safe just waiting there for few targets of opportunity wont really contribute.
Battle activity tasks favor aggressive playstyle and doing stuff, not preparing to do stuff.
A is the leader point divided by your point
B is the full battle time divided by your battle time.
Thus, it looks like to get a Battle Activity of over 80 over 5 battles, your goal would be to be as high up on the leaderboard for your team as possible and to stay in the battle for the entire duration.

And you get points from battle activities so it`s basically same thing, sometimes you can get high point score and battle activity by just taking the Churchill Mk VII out and being the shot sponge.
Killing targets with higher BR then you compared to targets with lower BR then you also makes pretty significant point and activity difference.
Also it helps to be diverse in your activities during match, bomb a base, shoot down some planes, get assists, take a cap etc. doing it grants usually more points then just straight up kills. It`s kinda annoying that you kinda get punished for being efficient killer without assists by smaller score then someone who sprayed around like lunatic.
In practice - I think it means active players lose out for passively playing vehicles whose main characteristics strongly favor, or even dictate, a much more passive, and/or ambush style.
pretty much excludes playing bomber all together I guess.
