The US has great modern air and tanks but the early stuff is meh.
Germans have nice tanks and planes up to rank 5 then just blends in with everything else.
Italians and french are fairly weak for choice but they have one or two units that shine like the mirage and sidam.
Sweeds I dont know about yet, they look OK but they have no choppers and the same flaw as the french in that they have limited options in the lineups.
Chinese are a carbon copy of the USSR but not as good. no helis
Japan is like the germans with unique units at lower ranks but then end up just being units from other countries.
USSR MBTs are good as well as their Air but they have a limited lineup at higher battle ranks. KA52 is nice too.
Last of all I would say think about the possibilty of even more modern units getting added such as the F14, you may want to select a tree based on what could come. if you just want WW2 stuff then it is already there

Assuming you're talking about the T-80U then yes it should. It's Kontakt-5, a "heavy" ERA design that protects against both HEAT and APFSDS rounds.
During testing in Germany, a T-72 with Kontakt-5 could take a hit from an American 120mm DU APFSDS round without the round penetrating the tank. This is because the ERA lowered the effectiveness of the 120mm APFSDS penetrator to the point it could no longer penetrate the T-72's frontal plate.
Unless you're using the aim from gunner's sight option or playing Sim battles (where everyone's sights are off centre, including the Russians) they aren't off centre. You may be experiencing shell dispersion, however every nation has that.
Air superiority, good Armor and good penetration, low speed, low post pen, okay CAS Meta planes, tottally unmeta ground forces
America
Air superiority, Speed/turret traverse/stabilization and great CAS, low penetration early on. Highly meta
Germany
Multirole airplanes, high pen, high post pen damage, good CAS, powerful cannons on planes, unsloped armor and not enough of it, lack of high speed TDs. Meta 50% of the time.
Russia
Anemic airforce early on but rivals USA later on, great sloped armor and just enough of it, okay speed, terrible gun depression, somewhat low pen but insane post pen damage, innacurate and innefeciant cannons on planes. Very meta early on but fall off in high tier, held up high tech missiles, SPAA, and helos.
Japan
Turn fighters? hes got that. Later on the airforce falls off a bit. No armor to speak of and the penetration is lacking but the post pen is unrivaled, several outlandish designs, poor crew survivability, planes light on fire easy. Not meta at all.
Italy
Excelent planes, not a lot of them, armor is lacking or absent entirely, guns are average, speed is supreme, lots of fast light vehicles and tank destroyers. Highly meta.
France
terrible airforce until late tier, pretty garbage ground forces overall till top tier, Eurocopters with cannons unlike germany, lots and lots of autocannons for all. Niche and not meta.
Sweden
high tech Air superiority, high tech tank ammunition, extra armor plating on british and german tanks, S tanks, small tree. not meta, YET.
China

Statistics I've seen suggest that early usa tanks are strong but later usa tanks weak.
