Naval Battles unplayable on Xbox One: Constant high ping, packet loss and "Bad Network Connection" flashing

What the heck is going on with the Naval Battles? I took a break from War Thunder on Xbox One for a while, and decided to come back to play a bit. I get into a Naval Battle to have some fun, and am immediately plagued by a constantly high ping and high packet loss (to the point of the game freezing for a few seconds), and "Bad Network Connection" flashing occasionally across the screen. The worst case of this happening results in me getting disconnected and kicked form the match with my crews locked until the match is over.

It only does this during Naval Battles. Air and Ground work just fine.
